An inspection reveals that a private residence in Donostia had the elderly 14 hours without eating

An inspection report dated September 17 reveals that the residence Txara I of Donostia, a public building that is managed under concession by the private company Biharko Gipuzkoa, fails to meet the minimum ratios of doctors, nurses, monitors, physiotherapists and psychologists. It has also been discovered that up to 14 hours can pass between dinner and breakfast time. The inspectors of the Provincial Council of Gipuzkoa, which is the competent institution in terms of residences, also ask the management company to justify why it has taken such peculiar decisions as restricting the consumption of juices or yoghurts among users.

Euskadi resists and will maintain a maximum of 60% of public in football stadiums and 40% in basketball stadiums.

The inspection took place on 1 September following a complaint by the ELA trade union. It was an “unannounced” visit to check a number of apparent deficiencies in the service. The review coincided with a small outbreak of COVID-19 by the positive of two workers, which meant that users of the first and third floors were in quarantine. At Txara-I, at that time, 116 users were completing their lives. There is also another complex called Txara-II, one of the ten that now has active cases of coronavirus in the Basque Country.

One of the main points of ELA’s complaint was that the dinners were offered very early, even that “they even started at 18.45 hours”. The management denied these facts but admitted that they were offered between 19.00 and 20.00 hours. “From the inspection section wants to emphasize that starting dinners at 19.00 and not start with breakfast at 9.30 means that there are 14 hours from one intake to another,” warns the report, which proposes a new schedule with breakfast from 7.30 to 10.00 and dinner from 19.30 to 21.30 with two other batches in the day for meals and snacks.

At the same time, nutritional and health reasons were put forward to justify the limitation of the distribution of juices or yoghurts. There was also talk of the elderly consuming more material in the rooms than necessary, in reference to toilet paper, for example. It is not in order to economize but to save money,” he said. The inspection does not object to the issue of material but asks for a detailed report justifying the withdrawal of some foods that were previously offered “on demand. The inspection does not object to the issue of the material but it does ask for a detailed report justifying the withdrawal of some foods that were previously offered “on demand”.

As for the staff, the ratios required in terms of assistants are met, but only in that professional category. The same does not occur with the doctor – the holidays of the doctor were not covered by anyone – or with the nurses – in August there were no usual relays – and there is no physiotherapist – it was claimed ignorance that it was a mandatory figure. The psychiatry service was offered by telephone since the beginning of the pandemic and demanded its return for at least two hours a month, while the psychology team also fails to meet the ratios. The monitors in charge of activities with the elderly are also insufficient. It so happens that the staff in these areas perform “reception functions”, for example.

Three deaths in a week in Betharram (Hondarribia)

The weekly balance of the COVID-19 in the Basque residences shows a significant decrease in active cases and outbreaks. There are 38 infected elderly people, 22 in Bizkaia (from four residences), 14 in Gipuzkoa (distributed in five outbreaks) and 2 in Alava (both from Jesús Guridi, in Vitoria). It has come to be above one hundred at some points in recent weeks. Neither Bizkaia nor Alava have reported new outbreaks in the last seven days, according to sources from the respective Provincial Councils. In the case of Gipuzkoa, the most critical situation is in Betharram, where four of the ten people who have contracted Sars-Cov-2 have died, three of them in the last seven days. It so happens that this centre, part of the Caser chain, was one of the first to receive vaccines back on 27 December 2020, when the historic campaign began throughout the European Union.

On the other hand, in the case of Alava this week has been known the creation of a new center called Arabarren II in Salburua, in Vitoria. It is the same “model of public social collaboration” of Arabarren I, that is, with the participation of private companies. This coincides with the loss of entirely public places in the city, those of the municipal center San Prudencio, as has denounced its works committee and collects ‘Gasteiz Hoy’.
