Just because I live in East County, don’t think I don’t care what happens in San Diego. And when it comes to our kids in San Diego, people in every corner of this county are prepared to fight if necessary to protect them. Since I’ve been writing for the San Diego Examiner I have become familiar with true advocates who are looking out for our children. One is a Board Member who rose above dishonest tactics used against him to become elected to represent student’s best interests. The other is Sally Smith. Sally Smith has been married to the law in her professional life and her personal life and she has put substantial effort into making San Diego residents aware that the San Diego Unified School District has been ignoring California Law for decades. For example, it is against the law for our parents to be required to pay for P.E. clothes or any cost associated with cheerleading or a sport… and it is against the law if your child has been kept in detention at lunch time. San Diego residents have been duked for so long that our instant response is to think that Sally Smith is wrong and that our schools will break down and collapse without monetary support from parents of students. But Sally Smith is not some dumb busy-body. She is a retired attorney who is married to a member of law enforcement and she is very articulate as to why we should not be fooled; and she has some real insight into where the dollars go; where they were intended to go; and how those funds are supposed to be raised. I am in her corner and a member of her camp because I have insight into the logic behind the laws that have been put into place… the laws are to protect all children in San Diego Schools… and to protect their family units… because not everyone in San Diego can afford to pay and I don’t want a families ability to pay to be another thing put on the shoulders of any student in San Diego already facing other realities of living in poverty… not when all they are trying to do is go to school… because the law says that public school has to be free.
Being a student I haven’t been watching t.v. these days because I spend my time studying. I received an email from Sally Smith bringing it to my attention that I have been completely unaware of something going on this summer that puts San Diego children at risk. It is happening right here under my nose and now I want to make sure everyone else knows too!
This information comes from an anonymous blogger whose niece was affected by the disgusting corruption taking place. I am helping to spread his words:
“I am a full time college student and now become a committed blogger to expose the injustices of people saying they are there to advocate for others, when they really do not, and are just into getting more power and use people.” ~blogger
I think I will first post the blog entries as I have experienced them, beginning at the problem today then back tracking to let readers see how this thing has unfolded. Articles to follow will be of those blog entries each having a separate video so that readers can be sure to watch the videos because the animation really drives home what San Diego parents are up against if we want to do right by our kids. My regrets go out to those children who have already lost so much by having their school taken away from them… while people like me have had no clue at all what has been happening. Shame shame on the adults responsible for this corruption. And shame on me for not being more aware of the news happening in my home town because the story I have been missing is one involving child victims.

Attorney Sally Smith – Our Hero of the Year
Attorney Sally Smith has been holding the San Diego Unified School Districts feet to the fire after she began seeing systemic lack of accountability and abuse of power. We are grateful for her courage. Below is our animated story of a day in the life of Superintendent Kowba…
Smith, a parent and vocal critic of the district, is seeking to review Superintendent Bill Kowba’s calendar from January to July 2011 in order to determine whether she wants copies of any pages. The California Public Records Actstates that, “Any reasonably segregable portion of a record shall be available for inspection by any person requesting the record after deletion of the portions that are exempted by law.”

Barrera to Return Teachers Valencia and Tirado Back to the Classroom
The corrupt Richard Barrera, who many are outraged over his clear abuse of power, is placing two teachers back into the classroom at the start of this new school year. Jose Valencia, caught by San Diego Ten News on video having inappropriate conduct with young female students, is being placed at the Chollas Meade Elementary School, located at 401 N. 45th Street. Juan Tirado, who has also been plagued with allegations of inappropriate behavior with young female students is being placed at Logan Elementary, located at 2875 Ocean View Blvd., where Pam Clark has been volunteering her time, and worked with Sheila Jackson, and Richard Barrera since her departure of Promise Charter School. Parents are pledging they will protest in from of the school warning parents of the conduct of the teachers.

Barrera Again Full of Hypocrisy in His Lack of Ethical Based Leadership
According to SDUSD watchdog and attorney Sally Smith, photography companies will have chance to compete for the Senior Pictures/school yearbook lucrative business because of the San DiegoCounty Grand Jury Reportthat San Diego Unified failed to procure bids before awarding the contracts. Reyman’s Photography was awarded the contract year after year at several San Diego Unified schools (Serra, Scripps Ranch, SCPA, Pt Loma) because principals failed to open the contracts for bid so all businesses had the opportunity.
When principals return on August 15, training on SDUSD policy regarding fair bidding process will be held. All businesses have the right to place a bid for the work that the Senior Photos especially in this terrible economy.
Principals have ignored the District policy and did not give businesses a fair chance to enter a bid. Reymans was provided the list of seniors and addresses to market its senior photo package with an exclusive that no other photos by other companies could be used in the yearbooks.

Promise Students Told By Some Teachers to Sabotage STAR Testing
Students have come forward stating that some of their teachers urged them to do poorly on the STAR testing so that the new principal would look bad. This sheds light on the magnitude of the systemic negative culture existent with those who held former control of Promise Charter for nearly all of it’s 8 years of existence under the reign of Pam Clark until Alma Van Nice began sounding the alarm to their financial mismanagement, lack of controls, and inappropriate conduct by two teachers toward male students. after Pam Clark ousted Alma Van Nice because of her whistle blowing efforts, Van Nice sued and won a six figure settlement. shortly thereafter, a new principal Jose Orozco was hired and continued to try and reform the school. Pam then came after him, however, Orozco had strong support from a newly elected board, that Pam could not control as she did all former board members. Pam then sought help from her longtime friend Richard Barrera who is the President of the San Diego City Schools, and who most parents blame for undermining the reform efforts Van Nice, and later Orozco brought to Promise. Barrera then had the audacity to then lay blame on the challenges of Promise solely on Orozco. It will be interesting to see The final API score knowing that kids were urged to do poorly.

The Corrupt Richard Barrera Again Violates the Law
The corrupt Richard Barrera again violates the law, stonewalls parents, and seeks to hide the goings on at the San Diego City Schools. Barrera who ran on a platform of saying government should be transparent and accountable to the public, over and over again, shows his hypocritical nature.
A recent article in theSan Diego Union Tribunerevealed that the San Diego Unified School Districtis seeking to impose a fee on a parent requesting to review the superintendent’s calendar. Public records law says such documents can be inspected during business hours and a state attorney general’s report says no fee should be charged. Sally

Brother of Richard Barrera Prophetically Wrote Article About Barrera in 2006
The brother of Richard Barrera wrote an article in June of 2006 for a Prensa sharing how Richard desired to run against Ron Roberts for the County Board of Supervisors. Interestingly, what E.A. Barrera described as his brothers reasons for getting into politics, describe exactly what Barrera has now become. Interestingly, the article goes on to describe exactly the fate that will likely face the corrupt Richard Barrera because of his clear abuse of power.
In the article E.A Barrera says, “Politics in America is how we live-up to Thomas Jefferson’s notion that a little revolution every once in a while is good for a democracy. Every two years the voters participate in a little well-managed, hopefully peaceful insurrection – letting those who hold power know that their political jobs are supposed to be temporary … and it is the voters, not the politicians, who decide who will serve.”
The beginning of his article says, “… governments are instituted among men, deriving their just powers from the consent of the governed, that whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute new Government …”
–Declaration of Independence, 1776″
Thursday, August 11, 2011Author Kevin LaChapelle To Release New Book in January 2012
Author Kevin LaChapelle has his sights on release his newest book called “Abuse of Power” detailing the account of Richard Barrera, President of San Diego City Schools who according to LaChapelle has abused his power and done a lot of damage to communities in San Diego. LaChapelle would not go into too much detail of his book, but did say, “It will be controversial, but well supported with evidence and documentation. It will shock a lot of people when they hear about some of the backroom deals and tactics that Barrera has deployed since taking office.” LaChapelle also said he has been encouraged to see college students begin to uncover some of the abuse of power, referring to CorruptOfficials.org who have begun championing exposing corruption and abuse of power. LaChapelle agreed to use a photo of Barrera for his cover, taken by CorruptOfficials.org, and will dedicate the book to our blog encouraging others to speak out against this type of abuse by public officials.
Monday, August 8, 2011Kimbrough Elementary
More information is surfacing about Pam Clark, Juan Tirado, and Jose Valencia’s actions prior to Promise Charter school at Kimbrough Elementary. We will be interviewing former staff who have quite the story to tell. This trio has been causing chaos for years at schools as they seek to takeover and indoctrinate the students… More to come…
Monday, August 8, 2011Sheila Jackson Protected by the Corrupt Richard Barrera
The corrupt Richard Barrera who claims to follow the law, apparently fails to understand what it means to be required to reside in your district to be on the school board. Sheila Jackson was exposed by 7/39 NBC News as not only failing to reside in the district, but for an acting principal to allow Jackson to live with her for free, and of course Jackson did her bidding to become the full time principal at a school.

The sad story is that the above animated story is supported by statements from students of these teachers.
This is the behavior Mr. Orozco put a stop to. After Orozco removed these teachers, all hell broke loose from the teachers union and their de facto leader “the Corrupt Richard Barrera”…

Parents came out in force this morning to bring their message to the Corrupt Richard Barrera who has refused to meet with them throughout his effort to try and force Principal Jose Orozco to resign and return the school back to his longtime friend Pam Clark, Juan Tirado, and Jose Valencia. Orozco and parents vowed they would not allow them back into the classroom and even if it meant shutting down the school because on principal alone, they could never allow these teachers to continue to have inappropriate relationships with students as happened over the past 6-8 years under the control of Pam Clark.
One student arrived to apologize to Mr. Orozco and acknowledged that he had been duped by Valencia and Tirado and manipulated to go against Orozco. You can view excerpts of his statements in the above video. He also talked about the years of inappropriate conduct by Valencia and Tirado and how Orozco was retaliated against for stopping it. He also shared how Barrera met with Pam, Valencia, and Tirado along with parents helping them strategize how to force Orozco and the new Promise Board who supported Orozco’s reform efforts out so he could get the governance of the school back to Pam, Valencia, and Tirado…
Special thanks to Alfredo who is my photographer and was able to attend as I had to work today. We also got a call from other parents that said right after our protest, they were at Memorial Park where Jose Valencia was coaching an all girls soccer team. That parents wants to inform all of the little soccer girls parents about Valencia’s behavior.
Thursday evening parents gathered to take shifts on protest activities at the district board meetings and others planned. Orozco shared that the district restricted all of the funds for the school, locked them out of office access, and then demanded the complete the school closing process, and noted it must be done without using any of the schools funds. A closing audit itself would be costly, so here we go again with Barrera’s abuse of power.
More parent groups are seeking to join our efforts as this has inflamed parents to become aware of what Barrera has done. Especially after they read the famous Oracle Report that board member Scott Barnett admitted he had never read.
Special Note to PCS Parents:
New flyers were created changing out the photo of Barrera because Voice of San Diego emailed us stating they original photo was under copyright protection and threatened legal action (Surprise, many say they are his protector). The banners many of you have printed have that photo which cannot be displayed. We have formatted printed the decals with new picture you must place over old photo, so please make sure that the old photo is never used. Thank you.

What was the school like under Pam Clark…
Embed code:
<iframe width=”640″ height=”390″ src=”http://www.youtube.com/embed/mKV3_8EC5LY” frameborder=”0″ allowfullscreen></iframe>
The above video sheds light on what was occurring at Promise Charter School before Orozco and Van Nice, but under Pam Clark. The real issue is that Pam’s personal friend Richard Barrera vowed to her, Juan Tirado, and Jose Valencia, that he would get the school back under Pam and her small cadre of supporters. Mr. Orozco and the new board vowed they would never allow this school to fall back under the control of Pam Clark, Jose Valenica, and Juan Tirado because of the inappropriate relationship they were having with female students. They made this clear, “The school would be better off closed than return to these individuals… Barrera tried everything to free the grip the new PCS board and Orozco had on the school so he could return Pam back to power, however, he miscalculated. The new board would not allow it, and therefore, the school was shut down.
It has been difficult to find people to come forward and share what was happening at Promise Charter School before the new Principal Jose Orozco finally was able to put a stop to inappropriate behavior on the part of two male teachers. For years, Juan Tirado and Jose Valencia enjoyed union protection and their longtime friend Pam Clark who bragged about her friends in City Schools that would always allow her to run out up to 8 principals in less than 8 years. Every time a principal would question the conduct, Pam would have them ousted. One such principal who came very close to stopping it was Alma Van Nice. She cooperated with a police investigation targeting Jose Valencia who was accused of having an inappropriate relationship with a female student and sending her inappropriate pictures text messages. After police could not locate the victim any longer after her family moved, the case was unable to move forward. Many close to the case believe that Pam and her friends threatened the family not to go forward and that is why they went into hiding. Alma Van Nice was then ousted by Pam Clark and her allies. Van Nice sued, and the case was settled out of court for some say six figures.
Juan Tirado came under fire in early 2009 after sending inappropriate letters to a former student who was placed in juvenile hall. The San Diego Probation Department even went so far as to call the school and advise the interim principal at the time, Maria Garcia to advise Tirado to cease and desist in his contact with the young girl.
Jose Orozco was hired after Van Nice and he immediately began to see the conduct which the previous principals tried to stop. The different, Orozco had a new board that was no longer in the pocket of Pam Clark as all of the others were. Pam Clark hand picked previous boards usually picking parents who were not English speakers and did not know what was going on, and both Tirado and Valencia also were board members.
The video above is of behavior that occurred before Mr. Orozco implemented new standards for teachers in the summer of 2010. Because of Orozco disallowing the behavior, Pam Clark sought protection from the San Diego Teachers Union and they have been trying to oust Orozco and the new board ever since.
Union Vice President Camille Zombro immediately stepped into action. She began by meeting with any organization who was supporting the reform efforts of Mr. Orozco at Promise Charter School. For example, Ms. Zombro and Union President Bill Freeman visited Lori Berlanga and told her to immediately stop supporting Orozco’s reform efforts or they would come after her. Lisa spoke at a recent San Diego City Schools board meeting telling the board that many other previous principals tried to bring reform but were ousted.
After Channel Ten News became involved, Ms. Camille Zombro began threatening them as well saying she would come after them if they aired a story exposing this inappropriate conduct on the part of Valencia and Tirado. This was witnessed in the school office on Thursday, May 12, 2011 when an ABC report was in from of the school asking Mr. Valencia for an interview. Valencia told them to follow him to the school office, and once inside, he had Camille Zombro on speed dial. While on speaker phone office staff heard her threatening the reporter.
A group of parents recently met with Richard Barrera requesting to know why he is siding with Pam Clark. They told him they do not want the school closed and demand he support Mr. Orozco and the current board who finally had the courage to stand up and implement the needed controls. Richard Barrera has been longtime friends with Pam Clark and her husband Peter Zschiesche who sits as a board member for San Diego City College. Pam has boasted that her friend Richard will get her school back for her. She previously told 10 News on camera that Valencia and Tirado were just affectionate like family members are with kids. Barrera has told the new board if they do not return the school back to Pam Clark and reinstate Valencia and Tirado, he will shut the school down.
Hopefully Barrera will realize he is on the wrong end of this fight. Many believe Barrera is simply acting on behalf of the labor union to which he is beholden to. More videos to come as more and more people come forward with information

More joining The Movement Against Corrupt RIchard Barrera
After last nights San Diego City Schools board meeting, we passed out just a small number of flyers. The response has been unbelievable. I was surprised at how many people know about Barrera and want him out. We have received emails and are meeting with other parent groups that have been fed up. Barrera just woke the sleeping giant. His arrogance will be his fall. If you want to join this movement, email us and we will work with you to spread this movement to expose him for all the damage he has done to San Diego.Interestingly, when I was at the board meeting, my friend was passing out flyers and City Schools police asked for one, laughing, acknowledging how bad Barrera is. In fact, previously the police acknowledged knowing all about Jose Valencia and Juan Tirado but said they were directed by City Schools Board not to get involved…

Tuesday, August 2, 2011The Corrupt Richard Barrera Has Declared War Against Parents and Charter Schools
Corrupt Richard Barrera who many say has abused his power in doing the bidding for his longtime friend Peter and Pam Clark-Zschiesche who have been protecting Jose Valencia and Juan Tirado who had been having inappropriate conduct toward female students for years at the Promise Charter School. I had the opportunity to attend the meeting, and witness his imposing his wrath by revoking their charter because they would not agree to the demands of the district which would have undone most of the controls put in place to stop the behavior of the two teachers who enjoyed staunch protection from the San Diego Education Association (Teachers Union) led by Camile Zombro.
As I began to take pictures of the board members for San Diego City Schools, I could feel the tension in the air. After I left the auditorium I was approached by many who I had never met telling me of their dealings with the school district and the out of control Barrera and all he has done to basically hand over all power to the teachers union.
We will be launching our campaign to expose Barrera and his political corruption through abuse of power. If he thinks this will go away, he is sadly mistaken. My impression of the other board members is that they are incompetent at best by allowing Barrera to act as the Superintendent and whatever, and they sit back fearful of him. You then have Sheila Jackson who does not reside in her district, but Barrera defends it saying legal counsel believes they are fine with not doing anything. Yet, if that were Mr. Orozco, they would have his head on a platter.
Who Is Moises Aguirre
Moises Aguirre is the Charter School Manager for San Diego City Schools. Parents will be very upset with this man when they hear what he allowed to happen. First, here is some background. He was hired by City Schools in March 2007, and prior to that, worked as a Community Relations Coordinator at UCSD from December 2003-October 2005. Just prior to that, he worked for the Office of the Governor – Commission of the Californias from 2000-2003. Moises earned his Bachelors degree in Political Science, Spanish, and Literature at University of California at San Diego, and his Masters in Public Administration from San Diego State University.
We believe Moises started off doing the right thing. According to interviews with board members from Promise Charter School, Moises first alerted the Principal Mr. Jose Orozco to the conduct of teachers Jose Valencia and Juan Tirado. Moises told him about a police investigation into Valencia, and that he could not give more details, but could only say the conduct of Valencia was really bad. He also talked about Tirado having inappropriate relationships with students. Moises warned Orozco to be careful because Pam Clark covered for them, and Pam had powerful friends on the San Diego City Schools Board. Moises told board members Bill Taylor & Kevin LaChapelle during a site review that they needed to work toward properly governing the school because Pam Clark, Juan Tirado, and Jose Valencia should not be having free reign there. Parents have said they reported inappropriate behavior to Moises Aguirre before Orozco became principal, yet parents said Moises told them their option was to remove their child from the school.
After Pam Clark, Juan Tirado, and Jose Valencia sought refuge from the Corrupt Richard Barrera who has been longtime friends with the trio, now all of a sudden, Moises became adversarial with Orozco who had implemented a policy prohibiting inappropriate conduct between teachers and students just prior to their request to Barrera to have Orozco taken out of the picture.
From that day forward, Moises became a tool for Barrera when Moises knew very well that Orozco was the one who finally stopped the behavior. In fact, Moises was present during the board meeting in which a convicted felon Melissa Pina was removed from the Promise Charter Board. Moises at that time praised the board for the reform they brought to Promise. However, now all of a sudden, he claims Orozco has been uncooperative.
One the one hand, we sympathize with Moises who would surely lose his job at the wrath of Barrera if he did not agree to work with him to ouster Orozco as Pam had done to the eight previous principals… On the other hand, Moises clearly lacks integrity. He knew what he was doing was wrong, and he was not forthright with the City Schools Board, and basically did exactly what Barrera told him to do. For that, Moises is a disgrace to his position, and slapped the face of all of the parents and students that he smeared by not telling the truth about what had transpired at Promise.
After analyzing some depositions and other documents from discover in the Alma Van Nice case, and the Oracle Investigative Report, personal notes from Moises Aguirre prove he had knowledge of all that had transpired with Valencia and Tirado. We are working on scanning the documents and his handwritten notes and will upload them as they are completed.
For this man to blatantly lie in board meetings, and allow Mr. Orozco to be attacked when he knew the entire time they were setting up Orozco… Moise Aguire ought to be ashamed of himself for not standing up. It would be one thing if he stayed silent, but he actually knew everything, and then lied for Barrera to target Orozco… This is very disturbing to see this…

. Friday, July 22, 2011The Hypocrisy of Richard Barrera
This Tuesday, San Diego City Schools has cancelled it’s regularly scheduled board meeting. Interestingly, this is one of the allegations against Promise Charter School. In an article from Voice of San Diego, San Diego City Schools recently was found to have expended funds intended for underserved students, for cleaning supplies. It is very interesting how hypocritical Richard Barrera has been throughout this battle. We single him out, because he basically is the only voice on their board. The other board members are said to fear his strong support from the teachers union, so they are afraid to ever appear to be against him.
Insiders cite the recent departure of Attorney Gloria Chavez from San Diego City Schools who represented the school district in negotiations with the teachers union as just one of many examples of an out of control Barrera. Some say Barrera undermines everything that has even been established to temper the union, and anyone who gets in his way is quickly ousted. Barrera is not concerned with how much it cost for him to control things for his teachers union. Consider that he has expended as much as $750,000 in legal fees to go after Promise Charter School on behalf of Pam Clark, Juan Tirado, and Jose Valencia.
After last weeks meeting, I watched outside as Pam Clark and her small group of parents began making fun of one of the parents from Promise who was crying because of Barrera imposing his power against them. While the mother was crying, Pam’s group began mocking and laughing at her. Camile Zombro who heads the teachers union along with Bill Freeman could then be seen telling the group her next plan in her strategy to shut down the school. It could not have been more evident to see her strategizing with the small group of parents who have longtime been supporters of Pam Clark, Juan Tirado, and Jose Valencia. Tirado and Valencia are rarely seen in public ever since they were exposed in their inappropriate behavior with female students.
Parents have vowed to continue in their fight against a corrupt Richard Barrera long after he closes their school. Barrera seems unfazed by them. One parent called Barrera’s office to make an appointment and was told that he would not see any parents.
Emily Alpert from the Voice of San Diego who many see as a puppet for the teachers union, said in her report that The Promise Board tinkered with the settlement agreement that City Schools offered them. I asked parents and teachers from Promise what really happened, and here is what they said:
City Schools selected the mediator, the dates, and conveniently would only meet for the full day of mediation on the same day Principal Orozco was set to attend a mandatory conference in Sacramento. During this so-called mediation, board member Bill Taylor and Director of Instruction Sheila Solorzano were the two selected by City Schools to attend mediation. The Board had told the two they would concede to giving up all seats on the board except for two elected parents David Rios and Jose Villaescuza, and the newly democratically elected parents mandated previous by City Schools. The board also received a directive from parents saying under no circumstance would they concede to Mr. Orozco’s position. The board said they would not allow any retaliation against Orozco like had happened to the many previous principals before him who had been retaliated against for trying to impose reform on the school.
Apparently, the mediation went for over 17 hours, and at the very end, City Schools demanded Orozco be demoted. Knowing that this had to first be approved by the Promise Board, they said they would take this back to the board to see they would approve. When the Promise board approved it with some edits, City Schools went crazy. The changes the board wanted were the same that they asked for originally. The first was to keep the two parent board members on the board, and the second was to eliminate the last provision which was City Schools demanding that Orozco be demoted.
It is amazing that Barrera thinks this will go away as soon as he closes Promise, when in fact, this will not be over until Barrera is out of office. Many believe Barrera is setting himself up for a fall because of his skirting the law and basically running the city schools district as if he were the superintendent. Barrera is resting on the power he feels from the teacher’s union whom he is beholden to, yet he must take heed lest he fall. He will fall hard, and it would not surprise me if he ends up in legal trouble.
Barrera to Revoke Promise Charter School on Tuesday Agenda
San Diego City Schools has placed an item on tomorrows board agenda to make do on President Barrera promise to Pam Clark, Juan Tirado, and Jose Valencia to revoke the charter because of the reform Principal Jose Orozco brought to the school which had inappropriate behavior for years.
Beginning in September of this year, a billboard campaign launched by parents will target Barrera to expose his abuse of power. The billboards will have the following image:
Parents have said they will keep this campaign going until Barrera is out of office. They are so disgusted at his obvious bias and retaliation against those who put a stop to the inappropriate behavior.

$6.8 Million Settlement Doesn’t Say ‘We’re Sorry’
Gordon Dillow
Orange County Register
August 3, 2003
The grim irony in the case of former elementary school teacher and convicted child molester Jason Abhyankar is this: If school district officials hadn’t been so afraid of being sued, they probably wouldn’t have gotten sued.
But now, even after paying a record-setting $6.8 million settlement, it’s still not at all clear that officials in the Ocean View School District have really learned anything from their mistakes.
The case began about four years ago, when Abhyankar, now 28, was a fourth-grade teacher at Village View Elementary School in Huntington Beach. As a teacher he was often seen doing things he shouldn’t do: spending time in his classroom with certain young boys with the door locked, driving them around in his car, and so on.
Nobody caught him doing anything overtly criminal, but it was pretty suspicious, and creepy; parents were complaining. School officials repeatedly warned Abhyankar to knock it off, and even went as far as assigning a teacher’s aide to keep an eye on him. Finally they decided to give him the heave-ho by not renewing his contract.
So far, so good. But Abhyankar, a smooth-talking character, didn’t go easily. He threatened to sue the school district for defamation if he wasn’t given a letter of recommendation so he could land another teaching job.
Of course, the response to the threat should have been: “Go ahead, sue us. Oh, and don’t let the doorknob hit you in the behind on the way out.”
But no. In her eagerness to rid herself of this creep without any annoying litigation, Village View then-Principal Kristi Hickman sat down and wrote a recommendation letter that made Abhyankar sound like Mother Teresa.
It was a “pleasure” to recommend Mr. Abhyankar, Hickman wrote, adding that his “sense of humor and leadership skills endear him to staff, parents and students.”
And so on. There wasn’t one negative word about the guy, or any mention of the many suspicions and complaints about him.
And even when Abhyankar was applying for a teaching gig at Portola Hills Elementary School in Trabuco Canyon, and the principal there called Hickman to ask about him, Hickman still didn’t warn her of this guy or suggest that he was anything but a first-rate teacher.
Well, you know what happened. Abhyankar got the Portola Hills teaching job and started molesting young boys – until one of them told his mom about it. Abhyankar was arrested and charged with molesting boys at Portola Hills and earlier at Village View.
Meanwhile, parents of the molested boys filed civil lawsuits against the Ocean View School District for allowing Abhyankar to continue teaching and then palming him off on another school.
Unfortunately, even after the criminal charges against Abhyankar were filed, Principal Hickman and others from the Ocean View School District didn’t seem eager to see justice done.
Deputy District Attorney Matt Murphy, the prosecutor in the case, angrily told me at the time that Hickman and others from the school district appeared to be going out of their way not to help in the criminal case against Abhyankar. The obvious inference was that they feared a conviction in the criminal case would hurt them in the civil case brought by the parents.
Nevertheless, in February 2002, a jury convicted Abhyankar of multiple counts of child molestation; afterward jurors called it a “slam-dunk” case. A judge hammered Abhyankar with a 24-year prison sentence.
And last week, in the biggest settlement ever in a sexual-molestation lawsuit against a California school district, Ocean View School District – or its insurance company – agreed to pay a total of $6.8 million to six boys in an out-of-court deal.
But here’s the problem. Under the terms of the settlement, neither the school district nor the school officials involved are admitting that they did anything wrong!
In fact, they’ve refused to make any comment at all about the settlement, the terms of which also prohibit the parents of the abused boys from commenting. And Principal Hickman continues to be a principal – albeit at another school in the district.
None of this sits well with some Village View Elementary parents who were appalled that this had happened at their school.
“It feels like everybody just kind of goes on their merry way,” says Bev Airhart, a former parent volunteer at the school. “There’s no apology, no oops we made a mistake, no sense of responsibility.”
Sure, you could argue that money talks, that a $6.8 million settlement is an apology in its cash form. Or at least you could look at it that way if you’re a lawyer.
But in the real world, that doesn’t quite cut it. If school district officials really want to start putting this debacle behind them, they should sit down and write an open letter to every parent in Orange County whose kids could have wound up having this guy as a teacher.
And I even have a suggested format. The letter should begin with the words, “We’re sorry.”
And it should end with, “We promise it will never happen again.”

Wednesday, June 15, 2011Barrera Continues Abuse of Power with Harriett Tubman Charter School
Longtime Union organizer Richard Barrera who is now President of the San Diego Union School District is abusing his publicly elected position to do the bullying for the San Diego Teachers Union. In a draft of a Memorandum of Understanding, insiders within City Schools say Barrera is coercing the Harriet Tubman Charter School into entering into a Union Contract with their teachers, or he threatens to revoke their charter. According to many experts, Barrera is pushing the envelope by doing the bidding for the teachers union. Barrera makes no secret his staunch activism for socialism and strong union control. San Diegans for Great Schools has been very concerned with Barrera’s leadership of San Diego City Schools, and one leader said, “Mr. Barrera has forgotten that he was elected to represent all of his constituents, not just the teachers union.”
Many are working behind the scenes to explore legal action against Barrera for abusing his position as an elected board member. Insiders at City Schools said Barrera chose to change some of the wording from the original MOU for Harriet Tubman because the bias was so overt.
