CAPE GIRARDEAU, Missouri (Isabelle Zehnder reporting) — On Friday, July 29, missing mother of triplets, Jacque Sue Waller’s family, friends, and community said they rested a little better knowing her estranged husband, and the only person of interest in her disappearance, was arrested and is in jail.
At around 6 p.m. Friday, Waller was arrested on charges of stealing and harassment, both unrelated to his wife’s disappearance.
Jacque’s family and community responded to Clay’s arrest, but first they’d like to share a message to anyone who might have some insight as to what happened to Jacque but who have been too afraid to come forward:
Message to anyone who has information in Jacque’s disappearance:
“Clay is in jail. He has been behaving strangely over the past few days, shaving his head and threatening to kill people. He even showed up at his ex-girlfriend’s house bare-chested allegedly pounding on her door, trying to get in, and threatening to kill her. He also threatened to kill her estranged husband.
“Some think Clay’s ready to snap. If that’s the case, then there’s a good chance he’ll rat you out while he’s in jail. If he does, and you haven’t told police all you know, your punishment will be far greater than if you come forward and share what you know.
“Do you want to be an accomplice to a crime? Do you want to be charged with aiding and abetting? There’s a good chance a prosecutor may strike an immunity deal if you come forward.” Want to know more? Click here. “Just a suggestion,” they said.
Information you provide now could not only help protect you and your family, but it may also help Jacque’s family get what they so desparately want and deserve – J4J “Justice for Jacque” and answers for Jacque’s three young children.
Jacque’s parents believe she’s dead and that she will never have the opportunity to hold or comfort her babies again here on earth. It is their hope they can at the very least provide her babies with answers to what happened to their mother.

Family, friends, community respond to Clay’s arrest
Stan Rawson, Jacque’s dad said during a phone call Friday evening, “We’re thankful that he’s been arrested and we’re looking forward to the day that he’s arrested in Jacque’s case. It’s coming, it’s only a matter of time.
“Words can’t express how happy I am that Clay’s behind bars tonight. I think everyone will rest a little easier, though I think people should keep in mind there may be others who helped Clay pull this off. As a community, there’s just too much pointing at Clay that we can’t help but believe he’s responsible for Jacque’s disappearance,” Jacque’s good friend, Elizabeth said Friday night.
“Should he be convicted in these charges, this demonstrates a pattern of violence and deceit,” Elizabeth said. “I believe he tricked her, he deceived her, he lured her in, and he had every intention to harm her.”
In support of Elizabeth’s statement that Clay has demonstrated a pattern of violence and deceit is the long list of lawsuits filed against Waller since the early 90s. The most recent was his arrest Friday for charges of Stealing and Deceit and harassment when he threatened to kill two people.
Others include, but are not limited to a Third-Degree assault charge with injury in which Waller pled guilty in 1993, Breach of contract, Mechanics liens, failure to pay rent, and default judgments entered against Waller between 2000 and 2011. Sadly, Stan said Friday night that his wife, Ruby, still cries herself to sleep every night. It doesn’t stop there. He hears her wake herself up crying in the middle of the night and then she wakes up crying in the morning.
She is experiencing the pain described by mothers whose children are missing – of a mother longing to be able to hold her baby one more time, to be able to tell her she can make everything alright, and waking up to realize she’ll never have the chance again. Mothers of missing children, whether the child is 2 months old or 50 years old, suffer a pain, they say, that’s non-describable.
Most fathers feel it is their duty and God-given responsibility to protect their families. In a case like this, when their little girl is taken from them it’s like ripping their heart out. The pain, they say, is immense.
