If everybody spoke English from the moment they are able to vocalize, wouldn’t that be a wonderful and marvelous accomplishment! But unfortunately, that is not the case so that is why we have programs to help those understand the English language.
To understand the dynamics of language acquisition we must first assess their home language first, that is the language that is most frequently spoken at home. From there a placement package is assembled to determine the strengths and weaknesses of the student, from there the student is observed and recommendations are set forth and the child is then placed according to his language strength whether English or Bilingual.
All in all the programs that are in place have a different perspective of being applied, but all have one common feature; the acquisition of the English language. Bilingual programs are not just for the Spanish speakers, it is for everyone who is in need of developing their speaking, reading, and listening skills of the English language. Total domination will not occur, but an understanding of the basics of language acquisition will happen.
It is rather discerning and quite insulting to obligate a person who has no knowledge of the English language to speak English when they don’t have a clue about it. Granted if you been in the US for quite a spell, then one can see the objection, but still that is being ignorant and racist. People from Europe didn’t come to this country speaking English, other than from England and even than their English was broken and somewhat misunderstood. ESL programs are for everyone and should stay that way.
